PSCI 169 - Foreign Policy Analysis


This course explores the impact of both domestic factors and the international setting on the foreign-policy process. The course encompasses the traditional interpretation of foreign policy-making, while also examining the ways in which an ever-changing international political environment has altered the conduct of foreign policy and state behavior. Relevant changes include the proliferation of multilateral instruments and institutions, the rise of non-state actors and NGOs, the increasing salience of issue areas such as energy, technology and human rights, and the emergence of new policy options and constraints specific to the post-Cold War era. Befitting its title, the course is devoted to cross-national comparison of foreign-policy interests, process and outcomes in a range of countries (excluding the United States).
